德國《世界報》網站這樣調侃美國的債務談判:在華盛頓上演的驚悚影片“國家破產”中,各黨派現在似乎打算按下暫停鍵。上週晚間兩黨達成的協議將觸及債務上限的時間推遲至2月7日。違約也好,不違約也罷,各國央行開始對美國這個全球最富有的國家喪失信心。

信任危機

美國總統奧巴馬17日簽署法案,結束政府停擺,上調債務上限。美國股市漲聲一片,但美元在全球貨幣體系中的表現卻黯然失色。

17日,在債務糾紛暫時化解的“利好”刺激下,美元指數不升反降,並跌破80點大關,美元兌歐元、日元、英鎊紛紛走跌。

美元的疲態並非只在此次事件中呈現。今年7月,美聯儲縮減購債規模預期引發東亞等經濟體金融市場劇烈動盪,資本加速外逃。奇怪的是,美元並沒能如期走強,美元指數還在7月11日時創出單日1.78%的跌幅。

自今年7月以來,美元指數一直延續跌勢,至今已累計下跌百分之五六,同期歐元指數卻上漲1.65%,英鎊指數亦相應上漲3.76%。

在此“利好”的指引下,金價一改頹勢,在上週四大漲3.2%,重新衝至1300美元上方。因為多數投資者在獲知兩黨達成協議後將焦點轉移到美聯儲的政策上,一些人預計美國政府關門事件會使美聯儲延長實施經濟刺激措施的時間。

國際社會已經開始對美元儲備不再信任。有許多減持美國國債的信號已經發出。

“霸道”美元

德國的報紙細心觀察到,評級機構似乎對美國的主權債務問題表現得十分平靜。雖說這種觀察有些公報私仇的意味,但事實確實如此,當年這些公司對南歐的國家表現得相當無情。

但有分析者也認為,與希臘不同,美國從純經濟角度來看仍是健康的。

美國以接近於零的票面利率發行國債,這些國債被世界各地的投資者買下。只要美國聯邦政府增加債務總量的速度低於國內生產總值增速(通常為每年2%-4%)減去實際利率(近年為零甚至負數),它就能夠幾乎永遠滾轉債務,永遠不需要為還債操心。

所以根本沒必要擔心美國會出現技術性違約,專家指出,如果美國的一部分現有國債發生技術性違約,那將標誌著美國聯邦政府一直在玩的奇妙遊戲進入終局。

觀察者比較美國與希臘的區別,後者找不到願意借錢給它的人,而前者卻有投資者很願意託付給它資金。

格林斯潘曾對美國的債務經濟模式有所解讀:“美國增加債務能力是全球化的一種職能,因為負債能力的顯著提高與成本的降低以及國際金融載體範圍的擴大休戚相關。”這話說白了就是,經濟全球化就是美元本位下的美國印鈔他國買單。

再通俗點說,在債務經濟的框架下,美國即便不生產也不愁過日子。因為美國所需要的商品,只需用美元去國際市場買就是了;而美國買東西花掉的美元,又可以通過出售美國債務回流到美國,變成美國政府或公司可支配的現金。

長久游戲?

事實上,美國並沒有解決債務危機。提高的上限額度僅夠未來3個月使用。 3個月過後呢?

美國的情況並不樂觀。債務風險以及一個似乎越來越無法管理的政治系統已經非常糟糕,但在今後的幾年裡,這些情況還會大大惡化。

而對財政黑洞無法達成協議的白宮和國會已經把調理經濟的任務交給了美聯儲。這也是為什麼近些年美聯儲持續受關注的原因。為了讓利率保持在低位,美聯儲已經買入了數万億美元的證券,股市繁榮了,但經濟增長依然缺少活力。

匯豐銀行的經濟學家分析,美國潛在的爆炸性的財政狀況可以通過下流的手段加以解決,但這卻是以威脅全球金融和穩定為代價的。政府可以讓美元貶值,重創亞洲和阿拉伯債權人,但這種隱形的違約可能導致對美元的信心危機,從而消除美國人從美元作為世界儲備貨幣的地位中所獲得的購買力的好處。一旦信心歸零,美元的“霸主”地位也就壽終正寢了。

I know of nothing that has gone up for 12 years without a decline but I would also expect the correction to be different from normal. I am expecting another buying opportunity for gold in the next year or two and it will eventually go well over 2,000 dollars/ounce.

China's Largest Conglomerate Buys Building Housing JPMorgan's Gold Vault

In what is the most remarkable news of the day, which has so far passed very quietly under the radar, Fosun International, China's largest private-owned conglomerate which invests in commodities, properties and pharmaceuticals also known as "Shanghai's Hutchison Whampoa", announced in a statement filed just as quietly with the Hong Kong stock exchange, that it had purchased JPM's iconic former headquarters, the tower built by none other than David Rockefeller, at 1 Chase Manhattan Plaza for a measly $725 million.
Here is Bloomberg described the transaction [10]:
Over the past year, other Chinese developers and wealthy investors have been buying real estate in the U.S.

China Vanke Co., the biggest homebuilder listed in mainland China, said in February it joined a residential real estate venture in San Francisco. The families of Zhang Xin, co-founder of Soho China Ltd. (410), the biggest developer in Beijing’s central business district, and Brazilian banking billionaire Moise Safra this year bought a 40 percent stake in New York’s General Motors Building.

The landmark 1 Chase Manhattan Plaza, designed by architect Gordon Bunshaft and built in the 1950s, was once the headquarters of Chase Manhattan Bank. Rockefeller, as head of the bank’s building committee, selected the site and oversaw its construction.

JPMorgan intends to relocate about 4,000 employees, most of the people who work in the 60-story skyscraper, to other New York locations, Brian Marchiony, a spokesman, said in August. JPMorgan occupies about half of its space.
None of this is particularly newsworthy What is, however, is what Zero Hedge exclusively reported back in March, namely that the very same former JPM HQ at 1 Chase Manhattan Plaza is also the building that houses the firm's commercial gold vault: incidentally, the largest in the world.

What do we know about 1 Chase Manhattan Plaza. Well, aside from the fact that the 60-story structure, built in the 1950s, was the headquarters of the once-legendary Chase Manhattan corporation, and which when it was built was the world's sixth tallest building, not much.
So we set off to learn more.

To learn more, we first went to the motherlode: the Landmarks Preservation Commission, whose report on 1 CMP [13]describes everyone one wants to know about this building and then much more, such as that:
One Chase Manhattan Plaza combines three main components: a 60-story tower, a 2½ acre plaza, and a 6-story base, of which 5 floors are beneath grade.
So the old Chase HQ, once the stomping grounds of one David Rockefeller, and soon to be the other half of JPMorgan Chase, has 5 sub-basements, just like the NY Fed...
Reading on:
Excavations, said to be the largest in New York City history, reached a depth of 90 feet
Or, about the same depth as the bottom-most sub-basement under the NY Fed...
But then we hit the jackpot:
Originally constructed with white marble terrazzo paving and enclosed by a solid parapet of white marble travertine that was personally selected by Bunshaft in Tivoli, Italy, the L-shaped plaza levels the sloping site and conceals six floors of operations that would have been difficult to fit into a single floor of the tower, including an auditorium seating 800 [and] the world’s largest bank vault.
And there you have it: the JPM vault, recommissioned to become a commercial vault, just happens to also be the "world's largest bank vault."
Digging some more into the curious nature of this biggest bank vault in the world, we learn the following, courtesy of a freely available book [14]written by one of the architects:
On the lowest level was the vault, which rested directly on the rock - the "largest bank vault in the world, longer than a football field." It was anchored to the bedrock with steel rods. This was to prevent the watertight, concrete structure from floating to the surface like a huge bubble in the event that an atomic bomb falling in the bay would blow away the building and flood the area.
In other words, the world's biggest bank vault, that belonging to the private Chase Manhattan empire, and then, to JPMorgan, was so safe, the creators even had a plan of action should it sustain a near-direct hit from a nuclear bomb, and suffer epic flooding (such as that from Hurricane Sandy).

So, what the real news of today is not that JPM is selling its gold vault, we knew that two months ago [15], or that it is outright looking to exit the physical commodities business, that too was preannounced [16]. What is extremely notable is that in one very quiet transaction, China just acquired the building that houses the world's largest gold vault.
Why? We don't know. We do know that China's gross gold imports from Hong Kong alone have amounted to over 2000 tons in the past two years. This excludes imports from other sources, and certainly internal gold mining and production.

One guess: China has decided it has its fill of domestically held gold and is starting to acquire gold warehouses in the banking capitals of the world.
For now the reason why is unclear but we are confident the answer will present itself shortly.

養老問題再討論




以房養老話題最近被網友熱議,其實更大的危機是養老金虧空嚴重,根據中國首席經濟學家論壇理事、中國銀行首席經濟學家曹遠征的數 據,目前虧空18萬億,20年之後可能虧空68萬億。就算今天用國有資產勉強彌補了18萬億的虧空,可是社保只有2%投資回報,必然導致20年後41萬億 的虧空,這麼大的虧空怎麼辦?


這是我在10月5日發佈的微博,沒幾天功夫,這個條 微已經有幾百萬人閱讀,這足以說明大家對這個話題的關注度。其實現在的年輕人很可憐,雖然我不再年輕,但我回頭再看這些年輕人的時候我替他們感到心痛。一 對夫婦結婚,一男一女,男的有父母,女的有父母,就是4個人。他們父母的父母都沒有死,所以男方的祖父母是4個,女方的祖父母也是4個,包括外祖父母也是 4個,加在一起有12個人。所以這一對夫婦要養12個老人,一個小孩要養6個老人,怎麼養得了?要知道1990年的時候是18個年輕人撫養1個老人,去年 全國平均是5個年輕人撫養1個老人,上海北京這種大城市是3個年輕人撫養1個老人。那麼到了2030年,2個年輕人撫養1個老人,2050年,1個年輕人 撫養1個老人,我可以清楚的告訴大家,到這個時候中國經濟一定崩潰,因為根本不可能養得起。


對於這個結論,中國首席經濟學 家論壇的專家給出了同樣的觀點。他們的估算表明,在今後38年內,如果不改革,城鎮職工養老金累積缺口的現值會達到2011年GDP的83%。這還沒有包 括農村養老金,如果考慮到農村養老金,養老金缺口對財政的壓力會更大。他們認為之所以出現這麼大的養老金缺口,主要是人口老化的結果。目前在養老金體制 內,我們大約是三個勞動力贍養一個退休老人,到了2050年,就是一個勞動力贍養一個退休老人。贍養率的大幅上升,加上替代率難以下降,在沒有其他改革的 條件下,就會導致養老金缺口的大幅上升。而且他們還認為,目前廣義衛生總費用為GDP的5%;到2050年,這個比例會上升到10%,其中約1/3需要政 府買單。將政府醫療支出佔GDP比重的增量部分定義為財政壓力,我們發現,今後38年內由於醫療費用上升導致的累計財政壓力的現值將達到2011年GDP 的45%。如果同時考慮養老金缺口、醫療成本的上升、環境治理成本和地方融資金平台還債的壓力,並假設不發生改革,我們估計2050年政府顯性債務佔 GDP比重將明顯超過100%。這表明,如果不改革,幾十年以後中國出現歐洲、美國式的債務危機並非天夜譚。


對於它們的數據分析模型和結論,我幾乎完全認同。從詳實的數據分析與合理的邏輯推理來看,他們還是蠻有水準的。


更值得稱讚的是他們提出了相關解決方案。 ?


1、逐步提高企業職工的退休年齡。


2、逐步將80%的政府持有的上市國企股份劃撥到到社保體系。

3、建立長期護理保險體制。

4、積極發展地方政府債,或市政債市場。

5、加快資本項目開放,推動人民幣國際化。

客 氣地講,這些措施能不能解決中國養老金的問題,這還是一個未知數。因為這些方案的大部分我在節目中詳細分析過,都不能解決龐大的養老金缺口。儘管對於他們 提出的解決方案是否能解決問題,我懷有質疑的態度,但是我不得不說,他們的水準還是不錯的,至少他們的數據分析和邏輯推理我很認同。如果國內多一些類似的 專家和和機構團隊,願意在學術和實際問題上多花時間做出好的報告,對中國的存在經濟問題出謀劃策,即使這些政策不能被政府採取(我想不被採取應該是大概率 事件),這也是中國之福,百姓之福。

Lex專欄:香港盯住美元30年



30年前的這一周,當香港將港元與美元掛鉤時,觀察家們想 知道的是,經濟藥方能否治愈政治疾病。當時,北京方面和倫敦方面圍繞香港未來上演的角力,讓港元陷入了危機。具有諷刺意味的是,在這一掛鉤的30周年紀念 日到來之際,華盛頓方面卻有可能毀掉香港在1983年選擇依靠的美元信譽。自香港盯住美元匯率以來,人們對這一制度是否適宜的爭論就一直沒有停過。然而, 盡管美國方面表現出令人震驚的不負責任,但有一個事實依然沒有改變,那就是香港和中國現在尚無其它選擇。

香港歷經亞洲金融危機、非典(Sars)、中國內地的迅速崛起以及2008年全球危機,其匯率制度卻幾乎未有改變,這是值得贊賞的。而且,這一成就 是在一個開放經濟體中取得的,澳新銀行(ANZ)數據顯示,現在香港的經濟規模已是擁有類似匯率制度的其他經濟體的5倍。“盯住匯率制度”的批評者認為, 美國的利率越來越不適合香港。誠然,香港已出現令人擔憂的房產泡沫,但這不僅僅是因盯住匯率造成的:任何像香港這樣與中國內地崛起密切相關的事物,估值都 急劇上漲(想想大宗商品和奢侈品吧)。而且,香港也不能乾脆轉向人民幣了事。香港金融管理局(HKMA)表示,把香港的3000億美元外匯儲備轉換為人民 幣意味著,要找到1.8萬億元人民幣——這個數字已超過整個離岸人民幣市場中現有人民幣數額的總和。

Lex專欄在1983年曾贊揚過“盯住匯率”制度的簡單,但也提醒人們它能否成功取決於信心,而這種信心只能由政界人士來恢復。鄧小平和瑪格麗特• 撒切爾(Margaret Thatcher)做到了這一點。美國深陷債務鬧劇,以致於無暇就30年前的經驗教訓做出思考。30年來,信心在幫助香港經濟增長9倍的過程中發揮了重要 作用;現在,對世界最大經濟體而言,信心有著同樣重要的作用。

■英國將發行的馬年紀念幣

 
本報特稿中國農曆甲午年即將到來,英國皇家鑄幣廠將發行一系列紀念幣。 這是英國皇家鑄幣廠首次發行以中國生肖為主題的法定貨幣。
馬年紀念幣分金幣和銀幣,紀年幣的一面是英國女王的頭像,另一面是一匹奔騰的駿馬。 這套紀念幣的設計者是在英國出生長大的華裔藝術家何婉金(Wuon-Gean Ho),她的父母分別來自馬來西亞和新加坡。 這套紀念幣限量發行,價格從82.5 英鎊到1950英鎊不等。
